when we expand to russia we will support Saint-Petersburg too
What about the mobile phone market in russia? Do people use GPS enabled phones, do they use mobile phone contracts that include internet (data transmittion included)?

Of course they use! Here's the official research of SmartMarketing Research Group, the first half-year 2008:
Russians have bought 312.000 GPS-enabled devices. That's 50% more than it was a year ago. The sales volume of classical GPS-devices has made 85000 pieces (27,3 % from total amount of sales).
Ten leaders of the market of GPS-devices as a whole (are listed on decrease of shares):
* HTC (27,6 %)
* E-Ten Information Systems (20,5 %)
* Nokia (9,4 %)
* ASUS (8,08 %)
* Mio (7,2 %)
* Garmin (6,9 %)
* JJ-Connect (4,6 %)
* Rover Computers (4,5 %)
